run reduce the cost of supervision and maintenance, is for the present bound to increase the work of the European staff.

For these reasons I am satisfied that for the proper carrying out of necessary work the addition of the four overseers now asked for is essentiel.

In order to enable leave arrangements to be made for other members of the staff I sanctioned in February the temporary employment of a Mr. Whitehead on the salary of a let Class Overseer. He has not however proved entirely satisfactory, and in his place I have now appointed

provisionally ex-Sergeant Austin Spary who has obtained his discharge locally from the Royal Engineers. If after three months probation he is considered satisfactory I shall be gled of authority to offer him an appointment as a lat Class

Overseer on a three years' agreement.

I have also provisionally authorised the transfer to the Public Works Department as a 2nd Class Overseer of Sanitary Inspector F. V. Bradley whose technical qualifications should be of more use to the latter department'

For the remaining two posts, particulars of

which are given in the enclosed statements, I shall be glad if the Crom Agents may be instructed to select candidates

and send them out at an early date.
